### Responsibilities
The incumbent will serve as Budget Analyst for the TVHS Research Program. Duties include:
* Conducting focused studies and analyses to develop required data and information for reporting purposes, and preparing administrative reports.
* Formulating short-range budgetary and project requirements.
* Preparing operating plans and budeget summary reports.
* Compiling expense dta, estimated and actual for use by service personnel in all facets of R&D; operations.
* Providing cost estimates for annual and multi-year contract requirements.
* Compiling annual expense reports
* Reviewing daily accounting reports.
* Reviewing agency distribution reports.
* Preparing documents needed to process budget estimates.
* Serving as primary operator and manager of the Research Management System.
* Performing analyses of budget requests, preparing justification statements, and compiling data to forcast obligations.
* Reviewing, editing, and consolidating annual budget estimates for assigned organizations and programs into a single budget request.
* Identifying and analyzing trends in the receipt, obligation, or expenditures of funds.
* Reviewing initial budget submission, ensuring planning guidelines are followed and estimates for non-medical financial assistance programs are in line with long-range planning targets.
* Developing financial operating plans.
* Reviewing actual obligations, outlays, and workload levels to highlight potential operating and financial problems.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
**Specialized Experience:** Experience that includes managing, directing, supervising, administering, and ensuring compliance with a variety of budget programs within a medical facility.
You must have one year of specialized experience equivalent to the next lower grade level (GS-7) that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of a Budget Analyst. (Note: Experience must be fully documented on your resume and must include job title, duties, month & year and hours worked per week.)
**OR,**
**Education:** Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level education leading to such a degree;
**OR**
LL.B or J.D., if related Ph.D, or equivalent doctoral degree
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
**Combination:** Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education in excess of the amount required for the master's degree..

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The work is generally sedentary. Typically the Budget Analyst sits comfortably to perform the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books small pieces of equipment and supplies, or driving an automobile in conjunction with travel to and attendance at meetings and conferences away from the work site. No special physical demands are required to perform the work. The work is stress related and requires emotional stability and maturity in the face of crisis and/or prolonged anxiety.
**Work Environment:** Work environment involves everyday risks or discomfort of a medical center/hospital environment that requires normal safety precautions typical of places such as offices, meeting and training rooms, or libraries. the workspace is adequately lighted, heated and ventilated.
