This role is pivotal for our customer's experiences and the treatments we provide. ### Responsibilities
The Program Specialist serves as the Research Compliance Officer (RCO) for Tennessee Valley Healthcare System (TVHS). TVHS is the largest facility in VISN 9. The primary responsibility is for compliance activities for research overseen by the Research and Development (R&D;) program. The RCO evaluated compliance with Federal and VA requirements in one or more of the following areas:
* The protection of human research subjects;
* Laboratory animal welfare; and,
* Research Safety and Security.
As the Program Specialist, the incumbent's duties will include, but are not limited to:
Assigned responsibilities related to facility programs for research information security, research privacy, conflict of interest in research, training of research personnel, program accrediting, and or other research compliance activities consistent with VA requirements.
Provides internal oversight on quality relating to the performance of compliance activities for research overseen by the Research and Development (R&D;) Program at Tennessee Valley Healthcare System. The Research Compliance Officer (RCO) evaluates compliance with Federal and VA requirements for the conduct of research, which may include requirements in one or more of the following areas: the protection of human research subjects, laboratory animal welfare, and research safety and security.
Conducts audits to provide verification of the informed consent process, subject eligibility criteria, and case report forms. Additional study components include regulatory documentation, file audits, adverse event reporting and research pharmacy audits.
Develops strategy, policy, and/or standards covering the facility's research compliance program activities and records. Analyzes and evaluates the effectiveness of programs or operations in meeting established compliance goals and objectives.
Analyzes program performance data o identify trends and impact.
Performs routine and 'for cause' reviews as wel as performance improvement activities to promote compliance, reduce violations of regulations and standards identify unsatisfactory trends and conditions, ad identify and communicate factors that may contribute to non-compliance.
Develops and maintains strong working relationships with relevant individuals to the assigned areas of responsibility.
Other duties as assigned.

**Knowledge & Skills Required by the Position:**
Research-related knowledge and experience commensurate with the grade level performing verifiable research auditing that utilizes accepted national and VA methods for auditing of research project. Auditing research requires knowledge of nationally recognized auditing and monitoring systems, as well as applicable laws, regulations, and policies.
Requires the ability to address VA's wide range of research activities (e.g., pharmaceutical, mental health, health services, social sciences, physical health, tumor ad tissue research, behavioral and other non-biomedical methods, animal research, and laboratory research).
Demands in-depth knowledge of Human Subjects Protection principles, regulations, standards, and procedures, as well as an understanding of the business dynamics which affect medical research.
**Customer Service:** Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, arid all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information per established policies and procedures- handles conflict and problems in dealing with the customer constructively and appropriately. Must be able to accept criticism and maintain a calm demeanor in stressful situations.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
**Selective Placement Factor:** Progressively responsible analytical or administrative, or clinical management or experience in the health care field performing ongoing research monitoring and auditing areas of responsibility. Work must have involved experience in research administration with HUMAN and/or ANIMAL subjects.
You may qualify based on your experience as described below:
* **Specialized Experience:** Do you possess at minimum one (1) full year of specialized experience equivalent to at least the GS-11 level in the Federal Service? Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or experience in the health care field performing ongoing research monitoring and auditing areas of responsibility.** Work must have involved experience in research administration with HUMAN and/or ANIMAL subjects.** Along with knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; demonstrated knowledge of the management and organizational structure of hospitals and health care systems; comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness or the improvement of complex management processes and systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Demands:**Most of the work performed is sedentary in nature. It sometimes involves the transporting or carrying of dictating equipment, case files, training materials and program related items. Physical demands routinely required are standing, sitting for extended periods while accessing or inputting data in a computer system, bending, and walking.
**Work Environment:** The work generally performed is in an office setting or occasional visits to the facility's worksites. Because of the nature of the workload, the work environment is occasionally volatile but involves routine increased risks of discomfort, which requires ordinary safety precautions appropriate to an office or conference room setting. Regular work is performed in a clean, well-lighted with no more than everyday risks or discomforts.
**VA Interchange:** If you are in a Hybrid occupation (i.e. Medical Support Assistant) you must meet the requirements for interchange to be considered for a position in the competitive service. What this means to you the applicant that is currently in a VA Hybrid occupation is that you must 1. Be currently serving under an appointment without time limit; AND 2.
